New International Project: Implementation of TEL TSI for Serbian Railways
OLTIS Group has won an international tender as member of a consortium that will carry out a project to implement the TSI TEL standard (formerly TSI TAF) for the Serbian infrastructure manager IZS. The project shall be implemented in conjunction with Serbian partners, and represents a significant step towards further strengthening our position in the European railway market.
Digitalization and Interoperability Across Europe
The TSI TEL (Technical Specification for Interoperability for Telematics) standard is a key building block in the process of European rail transport digitalization. Its goal is to standardize communication between individual entities – particularly between railways (RUs) and infrastructure managers (IMs) – and to enable efficient exchange of data across countries and systems.
The implementation of these standards is essential not only from a legislative standpoint but also in terms of competitiveness of rail transport. It brings greater operational transparency, better coordination of train services, and more efficient use of the infrastructure.
OLTIS Group’s Role in the Project
The winning solution is a custom-built system that will be designed, delivered, installed, and commissioned to modernize and optimize the rail freight transport system in the Republic of Serbia. The system must comply with all requirements of the tender documentation and fully meet the European TSI TEL requirements.

- Efficient data exchange among all relevant participants in rail logistics and government agencies.
- Support for specific operational needs of Serbian railways and the Serbian infrastructure manager IZS.
- Accessible data processing, distribution, and utilization for safe, reliable, and cost-effective freight transport management.
- Integration of ZIIS (Serbian Integrated Railway Information System) functions on the same platform alongside EDI.
- Support for operations at border crossings and within the IZS infrastructure manager’s internal network for dispatchers and other authorized roles.
